Procedures for berthing vessels at Bangkok Port

The ship's owner or agent

Deposit a guarantee.

This can be done in 3 ways:

1. By using a letter of guarantee issued by a bank

2. By using cash

3. On a trip-by-trip basis

Conduct once the vessel has berthed at Bangkok Port


1.
The ship's owner or agent must submit an application for vessels entering the port area at the cargo operations division 1 at least 24 hours prior entering Bangkok Port. An exception to this rule is made for oil vessels, for which applications must be submitted within 15 days of entering the port area.
 


2.
The ship's owner or agent must fill in the application form completely and correctly, as follows:
         2.1 Information concerning the ship - the call sign, the name of the ship, the nationality of the ship, the type of ship, GRT, NRT,DWT, the length of the ship, the depth of the ship and the width of the ship (ships which have never previously declared these details, or for which the details have changed, must inform harbour service division at harbour services department.
          2.2 Information concerning the ship's owner or agent - name, address, telephone number and fax number of the ship's owner or agent (if this information has not been previously declared, or if the information has changed, the information should be declared at the data processing operations section in data processing departme
 


3. The owner or agents must then submit application form BP01 for vessel berthing at Bangkok Port at the cargo operations division 1
 


4. If the ship's owner or agent wishes to shift the vessel, he or she must submit form BP02 for vessel shifting at the cargo operations division 1
 


5. The owner or agent must then submit the change form BP03 for vessel sailing at Bangkok Port at the cargo operations division 1
 


6. The owner or agent must then submit application form BP04 for service usage (towboat, fresh water or telephone services) at the cargo operations division 1
 


7. If the ship owner or agent wishes to change the usage of the above services, he or she must submit the application form for changes in service usage at the cargo operations division 1
 


8. Once the ship's owner or agent has submitted the complete set of documents as laid out in 1-7 above, he or she must participate in the vessel management meeting with the vessel management committee at the Bangkok Port meeting room prior to berthing. These meetings take place daily at 10:00 am.
 


Criteria for arranging for berthing at Bangkok Port


         Once the ship's owner or agent has submitted all the required documents, s/he must participate in the vessel management meeting with the vessel management committee at the Bangkok Port meeting room prior to berthing. These meetings take place at 10:00 am daily. The vessel management committee uses the following criteria for allowing vessels to berth at Bangkok Port:

 


1. Western Quay Terminals (22A-22J) - the PAT gives consideration to vessels wishing to berth in the following order of priority:
         1.1. In the case of vessels for which a priority berth agreement has been signed with the PAT, the PAT will allow the vessels to berth in accordance with the agreement in question at the first available opportunity after the arrival of the vessel.
         1.2. In the case of vessels for which no priority berth agreement has been signed with the PAT, the PAT will consider allowing the vessels to berth on a first come-first served basis, depending on the order in which the vessels enter the Chao Phraya bar channels.

 


2. Eastern Quay Terminals (20A-20F) - the PAT will consider allowing vessels to berth in the following order of priority:
         2.1. In the case of vessels for which a priority berth agreement has been signed with the PAT, the PAT will allow the vessels to berth in accordance with the agreement in question at the first available opportunity after the arrival of the vessel.
         2.2. In the case of vessels for which no priority berth agreement has been signed with the PAT, the PAT will consider allowing the vessels to berth at the common use terminal (20A) or at other available terminals on a first come-first served basis, depending on the order in which the vessels enter the Chao Phraya bar channels.
 


3. Midstream mooring posts and mooring buoys - the PAT will consider allowing vessels to tie up according to the following order of priority:
         3.1. Vessels shifted from the terminals are given the highest priority
         3.2. Vessels engaged in over-side transfers of goods are given the next highest priority, with each vessel considered on a first come-first served basis, depending on the order in which the vessels reach the Chao Phraya bar channels
         3.3. Vessels engaged in loading are given the next highest priority, with each vessel considered on a first come-first served basis, depending on the order in which the vessels reach the Chao Phraya bar channels
